First of all, there is an angel flying over the article probably symbolizing that it was blessed by the Lord somehow. The texted looks like a tomb stone, so that could symbolize the death of the monarcy. The person sitting on the "grave" looks royal and is wearing chains; that could mean that those who were in power, now must abide to what the society wants. The liberties in listed in the Declaration of the Rights of Men are similar to those that we have in our Constitution and Declaration of Independance.
